Section 4
Organization and Staff Ranking

(1) The Government of Nepal shall constitute an Organization and Management Survey Committee as prescribed to determine the organization structure and staff ranking required for service delivery at the federal, provincial and local levels. Explanation: For the purpose of this section, "Committee" means Organization and Management Survey Committee.
(2) The committee will conduct a survey of the organization and management based on the list of rights according to the constitution of the federation, province and local level, the nature and justification of the work, and recommend the organization structure and staff positions of the federation, province and local level to the Government of Nepal.
(3) When recommending staff positions for the local level according to sub-section (2), the committee shall also mention the details of the positions to be filled after adjusting the permanent staff working at the local level.
(4) Regardless of what is written in the existing law, when the committee recommends the organization structure and staff positions in accordance with sub-section (2), the various services, groups, subgroups, categories or levels of the government service shall be classified as federal civil service, provincial civil service or local service, similar service, group, Subgroups, categories or levels will be matched and recommended.
(5) According to sub-section (2) based on the recommendations of the committee, the Government of Nepal will approve the organizational structure and staff positions at the federal, provincial and local levels.
(6) The term of office of the committee shall be six months at most.
(7) For the work as per sub-section (1), the committee may form a sub-committee as needed.
(8) Organizational structure and other provisions related to staff positions shall be as prescribed.
